A Method for Incorporating Maximum Constraints into the Garin-Lowry Model

Abstract

This paper describes a method of incorporating maximum population constraints and maximum service-employment constraints into a nonmatrix formulation of the Garin—Lowry model. The method involves checking for constraint violations at each stage of the model's iterations and modifying the relevant service or population attraction rate to prevent these violations.
