Abstract

Der Versuch die Probleme des Wohnungsbaus aus der volkswirtschaftlichen Perspektive auszuleuchten, macht zweierlich deutlich: Die sozialpolitisch motivierte Wohnungsbauförderung bedarf offenbar einer Ergänzung des wirtschaftspolitischen Instrumentariums der Globalsteuerung, damit ein zufriedenstellender Zielerreichungsgrad erwartet werden kann. Der Weg weist in Richtung auf eine räumlich und sektoral stärkere Differenzierung der herkömmlichen Globalsteuerung wirtschaftlicher Abläufe. Gleichzeitig muß die sozialpolitisch motivierte Wohnungsbauförderung künftig restriktiver wirkenden wirtschaftspolitischen Anforderungen gerecht werden, damit sie wirtschafts- und infrastrukturpolitisch tragbar wird und ihrerseits den Zielerreichungsgrad dieser Sektoren nicht unnötig herunternivelliert. Hier weist der Weg in Richtung auf einen verstärkten Ausbau der Individualförderung einerseits und einen mehr städtebaulich orientierten Wohnungsbau andererseits.
