An International Comparison of Air Pollution Controls for Power Plants: Costs and Regulatory Requirements1

Abstract

Much conflicting information exists concerning the costs of controlling emissions of SO 2 and NO x from power plants by flue gas desulphurisation (FGD) and selective catalytic reduction (SCR). This study extends previous work by the OECD by exploring the differences observed in published cost estimates for these systems. The variation of technical, regulatory and economic parameters used in these studies have been identified, and the sensitivity of levelised annual costs to the observed variations have been tested. This procedure has helped to pinpoint those factors which appear most to influence costs and which, therefore, should be most carefully reported by authors of costs analyses. For FGD, the three most important parameters were capacity factor, discount rate and energy consumption. For SCR, catalyst lifetimes, capacity factor and capital cost ranked highest.
