Abstract

Japan was more successful than other advanced industrialized countries in coping with the structural changes in the international economy resulting from the oil shocks in the 1970s. There were two reasons: the companies' active approach to technological innovation and the industrial relations enabling this, and effective government measures in industrial restructuring. Yet this is having a great impact on the employment structure in Japan, both quantitatively and qualitatively.
