Development of Human Resources in Internal Labour Markets: Implications for Swedish Labour Market Policy

Abstract

There is a consensus in most industrial societies today about the role of employment training and human competence development in workplaces as part of a national development strategy that attempts to thwart excessive labour market segmentation and to create jobs for the unemployed and career opportunities for currently low-paid and unskilled workers. Not least in Sweden, internal training is increasingly being recognized as constituting an additional element of active labour market policy. The purpose of this paper is to discuss the development, role and consequences of employment training in internal labour markets for the Rehn-Meidner model of economic stabilization in general and implications for active labour market policy in particular.
