Commentary on State-Level Economic Development in New York: A Strategy to Enhance Effectiveness

Abstract

Effective state-level economic development requires an understanding of several factors. These include the nature of economic activity within the state, the limitations of economic development agency resources, and the use of techniques that have sufficient reach to influence large numbers of corporate decision makers. New York’s economic development agency, Empire State Development Corporation (ESD), uses industry cluster analysis as an organizing concept to guide its marketing, business assistance, and infrastructure development efforts. In addition, ESD has emphasized activities in these areas that offer greater “reach†than traditional one-on-one economic development techniques. Among the approaches used by ESD to maximize the effects of its business assistance programs is the provision of assistance to groups of firms collaborating to improve their competitiveness.
