Mexico and NAFTA: The Case of the Ministers of Foreign Affairs

Abstract

Mexico's controversial entrance into the North American Free Trade Agreement (NAFTA) has had an important impact on its foreign policy. Long considered a fortress of nationalism, Mexico's Ministry of Foreign Affairs has now been taken over by the neoliberal elite. José Angel Gurría is a technocrat through and through, a specialist in financial affairs with almost no real experience in the traditions of Mexican foreign policy. This would seem to be the future of the Ministry of Foreign Affairs in the post-NAFTA era.
