The Strategic Impact of Hemispheric Free Trade

Abstract

Among the most original foreign policy departures of the Bush administration has been the Enterprise for the Americas Initiative. This initiative is also the first indication of a return by the United States to a hemispheric foreign policy orientation since the end of the Cold War. At the same time, an overwhelmingly democratic and market-oriented Latin America is a newly appropriate partner for the Enterprise for the Americas Initiative. The future of both sides lies in a strategic partnership between them.
