Abstract

Ma thèse combine trois approches théoriques pour analyser l’essor du green central banking : l’économie politique des variétés de capitalismes, la socio-économie des organisations et de la bureaucratie, et la théorie évolutionniste du changement institutionnel. Je montre que si le contexte institutionnel dans lequel la banque centrale est encastrée détermine largement le type de verdissement poursuivi, les instruments déployés et les stratégies de légitimation adoptées, cette relation est moins stricte et moins unidirectionnelle qu’il n’y paraît. D’abord, le cadre institutionnel laisse des degrés de liberté importants aux banquiers centraux. Ces marges de manœuvre engendrent pour leur exploitation d’importantes luttes internes et la constitution de coalitions avec différents types d’acteurs externes aux intérêts divergents. Le résultat de ce rapport de force influence en retour la trajectoire d’évolution économique, en reconfigurant graduellement la place de la banque centrale dans la gouvernance de la finance.
