Abstract

Italy appears to be a country where a minority of people formed an oligarchy to be steadily in power, both at national and at regional level. The crucial moment has been during the transition between First and Second Republic, in the middle of the 90s, when a new ruling class emerged which created a model of government and administration based on a one man party. As a result, the city mayor and the regional governor acquired stronger power, thanks to the diminished political and technical control of the other organs in charge of the administration.
