Abstract

The article analyzes new approaches to assessing scientific and technological development from the standpoint of the Decree of the President of the Russian Federation "On the approval of the Fundamentals of State Policy in the Field of Strategic Planning in the Russian Federation." The methodological platform of analysis was chosen as the scientific work of M.K. Petrov, an outstanding domestic science scientist and philosopher, considered in the context of three main models – tracks of representation of science: parametric, organic, emergent.
