Abstract

The article considers two codependent features of the ruling political elite in modern Russia. First: the main strategic elements used in foreign policy by the ruling elite. Second: the conservative program as a context for the application of foreign policy strategy by the Russian political elite. In addition, the analysis of the specifics of the foreign policy aspect through the prism of the conservative program takes into account the influence of the concepts of the Russian world, public diplomacy, and "collecting land", since the goal declared by the ruling elite in the form of building a sovereign state is their logical consequence. The common basis that unites all these components is the orientation of the Russian ruling political elite in the implementation of a conservative program in foreign policy on expressive and affective ideologies, rather than rational and cognitive components.
