Abstract

The article analyzes the theoretical and regulatory framework of accessibility and quality of public and municipal services. The problems of theoretical uncertainty of these concepts and the lack of their differentiation in legal acts are noted. Based on the analysis of administrative regulations for the provision of public services and sectoral legislation governing the provision of social services, the problems of different interpretations of the criteria of accessi-bility and quality of public services. Conclusions about the need to change approaches to assessing the quality and availability of public and municipal services on the basis of theoretical and legal differentiation of these concepts, the establishment of unity of requirements for the development of criteria for assessing the quality of public and municipal services as the basis for assessing the level of satisfaction of citizens.
