Abstract

This article attempts to analyze the administrative and social risks that have arisen as a result of the introduction of the Institute of city management. As a result of the study, the authors came to the conclusion that the main risks should be considered 1) fear of being disloyal to the Federal government, 2) the conflict between the administration and the representative body of local self-government, 3) the growth of corruption practices due to the loss of transparency of the process of assuming the office of the head of the municipality and 4) the inability to carry out strategic planning.
