Abstract

The article on the materials of the South of Russia attempts to identify the relevance of the Soviet experience in management practices of today. Based on the results of sociological research, the authors conclude that the practices of the Soviet model of governance based on paternalism, state control over the economy and collectivism are in demand by the population, and the mass consciousness is still rooted in the view that the welfare of the citizen is the duty of the state. This is one of possible explanations of the fact that the administrative practices in the context of the Russian modernization connected with creation of conditions for development of a personal initiative and independent increase in the standard of living often do not find broad support among the population.
