Abstract

The article discusses the characteristics of regional (territorial) clusters. The possibilities of creation of developed and latent territorial clusters, determinants and advantages of their development in the fisheries complex of Russia are analyzed. The Far East and North-West of Russia are considered as zones of formation of developed clusters, and the latent cluster zones are the Republic of Karelia and the Kaliningrad region. Taking into account the state of the fishery complex of the Kaliningrad region, proposals for the development of the territorial fishing cluster, directions and measures of its state support at the regional and Federal levels are formulated.
