Social Project Of Participatory Budgeting

Abstract

Following up how the procedures of initiative (participatory) budgeting in the format of the Local Initiatives Support Program determine the social project of participatory budgeting – the project of social co-organization and the development of a common position on the direction of budget expenditures. As the main elements are highlighted: competitive nature, cofinancing of the citizens, the criteria and points for co-organization, the construction of its own organizational project by each settlement. Understanding of constructive elements of the social project is important for developing new formats of participatory budgeting.
