Abstract

This article was prepared to identify the phases in the life cycle of human resource management, identify and classifiy risk factors of internal and external environment in all phases of the life cycle of personnel management affecting the personnel management of machine-building enterprises in the conditions of market relations. The study is based on the system analysis and risk management of complex economic systems, on the theoretical provisions of risk management systems in social systems, on the analysis of domestic risk management of personnel management in an organization. On the basis of the introduced concept of "personnel management life cycle" the classification of personnel management stages is carried out, the risks of external and internal environment affecting personnel management throughout the life cycle are identified and classified. The authors explore the possibility of implementing a personnel management system in the enterprise, taking into account the features of risk management. Scientific novelty lies in the further development of theoretical and methodological provisions on the risk management of personnel management, the proposed research can be used for enterprises of various forms of ownership as the basis of strategic socio-economic development of any subject of the Russian Federation.
