Abstract

The purpose of the study is formation of a conceptual basis (the principles, structure and the main relations) of a complex of multiple-factor models of the analysis of threats and risks of economic security at the federal level for use as a part of information technology of the Federal Risk Management System (further – FRMS). The research is based on the use of a system approach. Besides, the methodology of conceptual design, factorial modeling, and functional modeling of difficult multidimensional information technologies is used. As a part of the methodology of social sciences, interpretation of a complex as functional integrity in which interaction ("dialogue") of its elements and subsystems can be carried out is used. The conceptual model of a complex of instruments of modeling for realization of the FRMS information technology for assessment of threats and risks representing a set of factorial models, including various hierarchical levels, and functional modules for information processing and representation of the results united for the solution of specific objectives is offered. Principles of the complex formation are the following: uniform ontologic space, factorial modeling, and the unified environment of modeling, information and knowledge, a modularity of construction, openness and flexibility. Means for creation of scenarios of carrying out the analysis and preservation of typical objects and situations, bank of factorial models, tools for factorial models are provided. The results allow creating and scientifically proving the specification on creation of a complex of models in the considered subject domain for realization of FRMS of the first stage. Methodological approach to creation of a complex of factorial models as the functional integrity allowing to solve a set of problems of the analysis of threats and risks in various planes and levels of national economy within the uniform technology of information processing is created.
