Creating an Information System for Managing Public Events based on the Implementation of the Concept of Situational Management

Abstract

Purpose. To form of a mathematical model of information support of public events management processes in the concept of situational management. The relevance of the study is due to the specificity of management processes of public events under severe restrictions and requirements for human and material resources. Traditional management approaches, despite the use of information systems developed for them, increase the burden on the decision maker and make the management system cumbersome, since a large number of people are involved in providing public events. Methods. The factual basis of the study was interview materials, project documentation, reporting, statistical and analytical data from public events with situational management, the number of participants in which ranged from 20 to 2000. The methodological basis of the study was observations of the processes on public events held in Russia and abroad from 2014 to 2018, their comparison, interviewing of event organizers, analysis of the collected information and its formalization, mapping in the form of a mathematical model. These studies were conducted at the following events: II, III, IV, V Festivals of military history reconstruction “Pole Boya” 2014-2017; military historical reconstructions in the village of Dunino, Islavskoe, Borodino from 2014 to 2017, as well as the International Air Show Compiègne Aéro Classic 2016. Results. The advantage of situational management over the traditional management approach is demonstrated, the main shortcomings of the standard classes of information management systems are revealed, which consist in the need to involve the management subject for decision-making at the operational management level. The necessity of creating an information system based on the concept of situational management is proved, and the possibility of using a specific mathematical apparatus in its basis is substantiated. Conclusion. The goal of the research, set by the author in the introduction, has been achieved, namely, a mathematical model of information support for the processes of public events management in the concept of situational management has been formed. The proposed mathematical model can be a conceptual basis for the operation of information systems that provide digitalization of management at any public events, where the concept of situational management is used as the main methodology. In the future, on the basis of this model, it is assumed to use algorithmization and technical design of the information system to solve the described problem. The proposed model can be supplemented and specified in a subsequent study of the problem.
