Abstract

Purpose. To explore the transformation of managerial relationship between the person and the state within the system of capital repairs. Methods. Systematic analysis of managerial logic of public policy in privatization sphere and housing capital repair was used. Results. Studying the basics of the reforms in the sphere of the utilities sector in the RF, the stages of the state policy changes within it were defined. The authors analyzed the stages of the state policy changes in relation to capital repairs and reviewed the person’s role and his abilities to influence that policy. Scientific novelty. Scientific novelty consists in the study of managerial logic of changes in the field of housing and communal services on the part of consumers. The impact of proprietors of habitation on the changes in the logic of reforms is assessed.
