The use of information resource of pronatalist policy in municipalities of the Sverdlovsk region

Abstract

The current demographic situation in Russia, which has been demonstrating a dramatic decline in birth rate and a negative natural increase since 2017, requires attracting additional economic, social, human, information and other resources. The information resources are not only used in the framework of the “Demography” national project, but also through other by-laws supporting families and parenthood. However, the use of this type of resource for the purposes of demographic (including pronatalist) policy commonly lacks due attention not only at all levels of government and administration (including municipal), but also in scientific research. The scientific task was to build a typology and analyze the existing practice of information resource use to solve the demographic development issues in the municipalities of the Sverdlovsk region. As the theoretical analysis, the article attempts to set up a typology of information resources of pro-natalist policy at the municipal level. Also, the results of an empirical study of the use of one of the types of information resources of pronatalist policy at the municipal level in the 1st half of 2021 are provided. The object of the analysis is publications aimed at promoting and supporting parenting in 11 largest cities of the Sverdlovsk region with a population of 50 to 350 thousand people. In the framework of the conducted quantitative content analysis, frequency, regularity and features of the use of external information resource of the pronatalist policy at the municipal level was assessed. According to the research findings, the sample frame is characterized by a high variation of publications frequency on a territorial basis, with a relative regularity of such publications throughout the entire analyzed period. Serov and Krasnoturyinsk demonstrated quite a substantial use of external information resources based on higher numbers of publications and wider audience coverage of the existing municipal mass media. Moving forward, it is planned to undertake a qualitative content analysis of these publications and to compare the obtained results with the use of information resources of pronatalist policy at the federal and regional levels.
