Abstract
The relevance of development, introduction and implementation analysis of the new software in the production and financial field of a large urban enterprise in the Ural Federal District, providing water supply and wastewater disposal of the “Ekaterinburg city” municipal entity is justified by the need to expand the existing range of software products with the aim, on the one hand, to increase extrabudgetary resources and on the other hand, to comply with the current legislation. The search for the similar solutions to address the problem has not produced results, as in terms of scale, the enterprise can not be classified as a major national wastewater disposal company (Moscow, St. Petersburg), which could afford the introduction of expensive unique information systems. Also, the unconventional simple solutions would not be efficient to process the required information flow of the “Vodokanal” the Ekaterinburg Municipal Unitary Enterprise. The research analysis has been conducted using the methods of document analysis, data integration, benchmarking, constructive compliance, mathematical and software modeling. The creation and implementation of a new software product has been based on the project management technology using the available hardware and software systems. The researchers’ conclusions are based on the results of the financial and economic activities of the whole enterprise, statistical data on the new software product application. However, two main problems have been identified as part of the software product introduction: 1) by the time the new software product was introduced at the enterprise, the business process to make calculations and to produce shipping documents for charging fees for the wastewater and pollutants disposal into centralized sewerage systems was not specified, and the settlement scheme was not actually planned; 2) at different stages of the company growth and development, relevant software products were introduced. In the conditions of these products number increase and lack of integration, the obtained data was of different quality.
