Methodological aspects of assessing the regional logistics system potential

Abstract

Logistics has accompanied human activities since prehistoric times. Its practical tools varied. Theoretical framework was established. Gradually, public consciousness connected the theory of logistics and its practical application, which made it possible to identify the place of logistics activity in the economic system of regions and territories. Modern perception of building processes in logistics systems is based on the historical practice of their development, reflecting the specifics of each historical stage and allowing to model possible development scenarios. The implementation of logistics activities carried out within the framework of logistics systems considers every major problem of the regions in terms of moving goods and cargo processes organization. The use of the resources and capabilities of logistics systems reveals their potential, as a reserve of regional economic systems. In this connection, a need arises to assess the capabilities of the regional logistics systems, featured in the use of the resources and reserves available. The given assessment will not only identify the resource implementation degree, but also develop strategic scenarios for regional development based on the logistics system potential level. Research results and scientific novelty. According to the research results, it was found that the classification of the logistics development stages, based on the material flows intensity criteria and the application scope expanding dynamics, allows for creating a theoretical and methodological basis to assess the logistics potential. The potential dynamics reflects changes in consumer and production factors, emergence and development of the new organizational forms, confirming the solid interconnection of logistics and economic systems.
