The fate of the academic science in Russia (subjective notes one of the oldest members of the USSR Academy of Sciences and the Russian Academy of Sciences)

Abstract

The article examines the key issues the relationship between science and technology and education, the problem of financing, human resources policy and effectiveness. The emphasis is on the study of measures for the radical improvement of the activities of the Russian Academy of Sciences. Due to the growing interest in the reorganization of the Russian Academy of Sciences, associated with the discussion and adoption of the law in the State Duma, the article analyzes the current problems of the development of our basic science: how to combine science with education and general research with technological developments; how to supplement government funding raising funds from the commercialization of scientific achievements; How to rejuvenate the Academy and to establish the necessary staff turnover; how to increase the efficiency of the Russian Academy of Sciences. It is very detailed, with comparative statistics analyzes the experience of advanced countries of the world and domestic achievements.
