Abstract

"Conservation of the status quo in the hope that oil prices will rise, and fiscal discipline can be strengthened later ... Moscow is trying to survive the crisis without visible oblastifiskalnoy reforms in policy, banking, natural monopolies or kakih-libo other areas." This is the assessment of the situation will visit Russia in June 2009 GPMorgan analysts accurately characterizes the mood prevailing in the political elite and the general public. This is not surprising: it is with the dynamics of oil prices (gas and metals) bound prevailing view economic growth 1999-2007, as well as the beginning of the current crisis. Naturally, the way out of the crisis is associated with an increase in energy prices, and accordingly, this figure draws attention firmly all - "from the worker to the minister", as said before. Stable expectation that soon "all forms" and we again return to the "Control the growth of the welfare" policy, are still dominant in society.
