Abstract
State regulation is one of the main forms of state participation in the modern market economy, consisting in its impact on the distribution of resources and income, the pace and nature of economic development, support for foreign economic activity, environmental problems, social stability and social progress. On a global scale, the humanitarian function of state regulation, consisting in the creation of guarantees of the rights and freedoms of the individual and the social orientation of the development of the economy, is becoming increasingly important. State regulation of the pharmaceutical complex is primarily aimed at ensuring the rights of citizens to effective and safe drug therapy. This goal is implemented through two main areas of regulation: ensuring the circulation of effective, safe and high-quality medicines on the market and creating barriers to the circulation of unsafe and substandard medicines; regulation of the reimbursable sphere, including the inclusion of medicines in the packages of state (insurance) guarantees of medical care. The strategic direction of regulation of the pharmaceutical market is a set of measures aimed at the development of pharmaceutical production and including in addition to tax benefits also state subsidies, concessional lending, the activities of development institutions and special programs to support innovation, etc. Participation of the Russian Federation in the world economic processes predetermines the development of effective and efficient methods of state regulation of innovative development of enterprises of the pharmaceutical industry in Russia. After all, the state promotes the development of scientific research in the field of health care and the introduction of their results in the activities of enterprises of the pharmaceutical industry, which leads to an increase in the quality and competitiveness of domestic medicines, which in turn affects the improvement of the level of protection and improvement of the population of the Russian Federation. In this regard, it is important to consider the features of state regulation of innovative development of enterprises of the pharmaceutical industry in Russia in modern conditions, which will lead to a full awareness of the need to reform the policy of state support for the health sector of the Russian Federation, which should contribute to the implementation of long-term development goals and the growth of the nation.
