Polityka publiczna wobec niepełnosprawności – propozycje perspektyw teoretycznych

Abstract

W tekście wskazano na konieczność wprowadzenia istotnych zmian polityki publicznej wobec niepełnosprawności – związanych ze zmianą paradygmatu z medycznego na społeczny. Zaproponowano jednocześnie i pokrótce omówiono trzy perspektywy teoretyczne, które mogłyby być pomocne w analizie polityki publicznej wobec niepełnosprawności, a w przyszłości służyć jej przeformułowaniu. Są to: perspektywa biograficzna i trajektoria życia codziennego, ujęcie problemu w ramach procesu wykluczenia społecznego, analiza polityki publicznej w kategoriach spodziewanego niepowodzenia. Na zakończenie przedstawiono rozróżnienie pomiędzy polityką społeczną i polityką publiczną wobec niepełnosprawności, wskazując na przewagę podejścia charakterystycznego dla nauk o polityce publicznej.
