Impacto de las “Leyes Incendiarias” sobre las Áreas Forestal y Agropecuaria en Bolivia: Un Análisis de Control Sintético

Abstract

El presente documento estudia el impacto de las denominadas “leyes incendiarias” sobre las áreas forestal y agropecuaria en Bolivia. Para ello, inicialmente, se hace un diagnóstico de la situación en los campos mencionados, evidenciándose una constante caída de la superficie boscosa y un incremento de la frontera agrícola y ganadera. Posteriormente, se analiza las leyes promulgadas por el gobierno nacional en el período 2013-2019, concluyéndose su mayor permisividad hacia los incendios. Con base en lo anterior, se aplica la metodología de control sintético. Mediante el estudio de un panel de 154 países en el período 2001-2021, se halla que la normativa adoptada aceleró la deforestación desde el año 2016. Asimismo, se encontró que el impacto fue positivo sobre la superficie agropecuaria desde el año 2019.
