Escenarios de negociación intergubernamental: intereses partidarios y territoriales en los procesos de descentralización fiscal en Bolivia y Ecuador

Abstract

El análisis de las negociaciones intergubernamentales suele centrarse en los resultados de dichas negociaciones o, desde el punto de vista de la economía política, en las motivaciones de los distintos actores. Menor atención ha recibido el dónde se realizan estas negociaciones. Esto puede deberse en parte a que, en buena parte de la experiencia de carácter federal, los escenarios de negociación están largamente institucionalizados. Los procesos de descentralización fiscal en Bolivia y Ecuador brindan la oportunidad de estudiar estos escenarios de negociación en contextos de Estados unitarios en evolución. Estos escenarios están relacionados con la intensidad con la cual se presentan los intereses partidarios y los intereses territoriales de los actores de la negociación. Los últimos cambios constitucionales han tratado de institucionalizar dichos escenarios, cuya necesidad se hizo más visible con la incorporación de nuevos niveles de gobierno.
