Pesos regionais: uma proposta para a repartição do Fundo de Participação dos Municípios (FPM)

Abstract

O presente estudo aplica a metodologia dos pesos regionais de bem-estar social para a distribuição do Fundo de Participação dos Municípios (FPM). Foram utilizados microdados do Censo de 2010 do IBGE com o fim de efetuar os cálculos dos pesos de bem-estar para os municípios brasileiros a partir de dois métodos: pela renda per capita e pelo EDEI (Renda Equivalente Igualmente Distribuída). Mostra-se que a distribuição do FPM observada não é espacialmente progressiva, enquanto a aqui proposta é mais equitativa, beneficiando os municípios mais pobres e desiguais. Essa aplicação da Economia do Bem-estar ilustra as potenciais aplicações da metodologia de pesos regionais para o desenho e a avaliação de políticas públicas.
