Abstract

Analysis of IT service spending shows the growth of percent IT outsourcing spending over the time. But IT outsource spending in higher education is less than in other industries. Our research analyzes the impact of IT outsourcing on the level of change in the IT services in universities, and evaluates of the economic efficiency of transfer of IT processes to external companies. Our research creates data parameters that measure efficiency of IT outsourcing and uses these measures to analysis two regional Russian universities as examples. Results of our comparative analysis do not allow an unambiguous conclusion about the benefits of using IT outsourcing in higher education.
