Is the transition over?

Abstract

Fourteen years have now passed since the fall of the Berlin wall, signaling the collapse of communism in Central and Eastern Europe. A score of new countries emerged as the Soviet Union disintegrated and its former satellites in Central Europe set out to renew their historical links with Western Europe. Economists were at first taken by surprise and could not agree on a detailed optimal blueprint for economic reforms and, what it turned out to be in the end, namely, nation-building. Different countries opted for different approaches, but the common aim was to create market economies. What can one conclude after over a decade of continuous reform rhetoric, and in some cases genuine efforts?
