Impacto económico de las rentas mínimas: la Renta Valenciana de Inclusión

Abstract

Las Comunidades Autónomas son las principales responsables de la política de asistencia social en España. Recientemente, la Comunidad Valenciana ha reformado su sistema de rentas mínimas, instaurando la denominada Renta Valenciana de Inclusión. En el presente trabajo se calcula el impacto económico de este programa partiendo de una estimación ex-ante del gasto público a realizar. La estimación cuantifica el número de beneficiarios y el coste presupuestario de la medida; y compara estos resultados con las restantes Comunidades Autónomas. La Comunidad Valenciana se situaría entre las regiones españolas con mayor tasa de cobertura y con mayor gasto por habitante en este tipo de políticas. En base al coste presupuestario, se calcula el impacto económico que tendrá esta medida sobre la economía valenciana, utilizando la metodología de las Tablas Input-Output. Si se tienen en cuenta los efectos directo, indirecto e inducido, su impacto será muy relevante en términos de producción de bienes y servicios y de creación de empleo. También puede destacarse el retorno impositivo del programa para la administración pública, que incluirá los impuestos sobre el consumo, pero también la imposición sobre la renta y las cotizaciones sociales de los nuevos empleos generados. Regions are the main responsible for the social assistance policy in Spain. Recently, the Valencian Region has reformed its system, establishing the so-called Valencian Inclusion Income. In this paper, the economic impact of this program is calculated, based on an ex-ante estimation of the public expenditure to be made. The estimation allows to quantify the number of beneficiaries and the budgetary cost of this measure, and to compare these results with the other Autonomous Regions. The Valencian Region would be placed among the Spanish regions with the highest coverage rate and highest per capita expenditure. Based on this budgetary cost, we calculate the economic impact of this measure over the Valencian economy, using the methodology of Input-Output Tables. If the direct, indirect and induced effects are taken into account, their impact will be very relevant in terms of production of goods and services and job creation. In addition, this program will have a noteworthy tax return for public administrations, which includes consumption taxes, but also income taxes and social contributions of the new jobs generated.
