Abstract

En değerli hazine bilgidir ifadesi; birey, örgüt ve devlet yaşamında stratejik öneme haizdir. Dışarı çıkmadan önce yağmurun yağabileceği düşüncesiyle hava durumunun kontrol edilmesi, rakip firmanın kar oranını artıran gelişmelerin neler olduğu, gerçekleşen bir silahlı saldırının arkasında kimlerin olduğu gibi eylem ve sorulara cevap aranması en basitten zora doğru bir istihbarat faaliyetinin gerçekleştirilmesini gerektirmektedir. Ulaşılan malumatın bilgiye dönüştürülmesi süreci olan istihbarat, kurumsal düzlemde istihbarat servisleri tarafından yürütülmektedir. İstihbari bilgilerin ekseriyetle çoğunluğu açık kaynaklardan elde edilirken, açık kaynaklardan veya diplomatik yollardan ulaşılamayan bilgilere örtülü operasyonlar ile ulaşılabilmektedir. Örtülü operasyonların amacı yalnızca bilgiye ulaşmak değil, askeri, siyasi ve ekonomik çıkarlar doğrultusunda yurtdışında gizli faaliyetler yürütmektir. Suikast, adam kaçırma, propaganda, dezenformasyon, yıkıcı eylemleri kışkırtma, rüşvet gibi eylem sahaları olan örtülü operasyonların hedef ve içeriği, neden ve sonucu, bu çalışmada incelenecek, örnek olaylar kronolojik sırayla değerlendirilecektir.
