Évaluation de l’efficience budgétaire des CLSC au Québec à partir de la méthode DEA

Abstract

In this paper, we present the results of an analysis of Québec local health care clinics (CLSC) based on a DEA method. Our results confirm previous results based on econometric methods: (1) increasing returns to scale and scope economies imply that average cost could be lowered through increased scale and scope of the outputs; (2) there is a strong over capitalisation in buildings, equipments and physicians; and (3) substantial cost savings (around 36 millions) could result from improved management. Dans cet article, nous présentons les résultats d’une analyse de l’efficience des CLSC à l’aide de la méthode DEA. Ces résultats confirment ceux obtenus avec l’approche économétrique publiés dans un précédent article : (1) les CLSC jouissent de forts rendements d’échelle et des économies de diversification pourraient être réalisées en augmentant la taille et l’éventail des services offerts; (2) les CLSC sont surcapitalisés en bâtiments, en équipement et en médecins; et (3) des économies substantielles de l’ordre de 36 millions de dollars auraient pu être réalisées en modifiant la gestion des 39 CLSC étudiés sans réduire le niveau de soins à la population.
