Indicadores sociales de las unidades productivas para el desarrollo rural en Argentina

Abstract

Hacia fines de los años 70, como respuesta a las externalidades negativas detectadas en la llamada “revolución verde”, se instaló el paradigma de agricultura sustentable. En lo social, no es factible evaluar indicadores sin la referencia a una estrategia de desarrollo local y nacional. Los objetivos del trabajo incluyen, a) Recrear criterios y contenidos sociales en el medio rural, b) Analizar atributos de unidades productivas, que respondan a esos valores, c) Seleccionar indicadores relevantes para ponderar dichas unidades, y d) Asociar un perfil de ruralidad con el Desarrollo. Se postulan 6 premisas que deben coexistir en un sistema de producción sustentable: equidad social, estabilidad productiva, ética productiva, eficiencia ambiental, eficiencia espacial y eficiencia agronómica. Se proponen 8 indicadores para evaluar sistemas productivos, en merito a su aporte relativo al desarrollo rural. Entre ellos se destacan el Tamaño, la Tenencia y Residencia, como índices “estructurantes” del conjunto. Se concluye que la pequeña y mediana Agricultura Familiar, reúne la mayor cantidad de atributos para tutelar una Nueva Ruralidad.
