Transiciones socioecológicas en la región andina

Abstract

El propósito de este documento es identificar los determinantes claves para lograr ―transiciones socioecológicas‖ en la región andina. Se analizan de manera integrada las interacciones entre los aspectos de eficiencia económica, distribución del ingreso y sustentabilidad física mediante un conjunto de indicadores que se compilan para el período 1970-2010. La evolución histórica de la región permite concluir que estas economías no han logrado desprenderse de las trampas de la especialización y la dependencia que las caracterizan. Una progresiva reprimarización y especialización en el sector no renovable, alentada por la reciente evolución favorable de los términos del intercambio, componen una estrategia insostenible en el largo plazo. Estos procesos intensifican las presiones ambientales y profundizan las inequidades, pues, las perspectivas de crecimiento económico son limitadas por la capacidad de carga del ecosistema. Por esto se argumenta que la superación de las trampas de especialización y la ruptura de tales problemas estructurales conlleva una nueva forma de concebir las políticas públicas. El argumento central de este artículo es que la atención en los aspectos productivos y distributivos no es suficiente para una transición hacia economías sustentables. Es necesario integrar a esos dos factores los límites sociales y ambientales que condicionan la escala del crecimiento y la redistribución.
