Innovacion abierta en Cuba: Experiencia del Programa de Innovacion Agropecuaria Local (PIAL)(Open innovation in Cuba: Experience of the Local Agricultural Innovation Program (PIAL) )

Abstract

Con el objetivo de contribuir al fortalecimiento del sistema de innovacion local (SIL), en municipios cubanos, se realiza un analisis de las potencialidades del Sistema de Ciencia, Tecnologia e Innovacion (CTI) cubano y los resultados del Programa de Innovacion Agricola Local (PIAL), como experiencia exitosa de innovacion abierta, a partir de la Gestion del Conocimiento y la Innovacion. Metodos: Investigacion-accion, revision documental, y opinion de expertos. Resultados: El contexto cubano actual con las nuevas politicas fortalece el Sistema de CTI. El espacio por excelencia para fomentar un SIL fuerte es el municipio, como punto de partida para buscar soluciones a problemas locales especificos. Los gobiernos y administraciones locales deben lograr la conectividad entre generadores de conocimientos, resultados y tecnologias y sus apropiadores, e implementar el marco regulatorio y financiero que favorezca el desarrollo cientifico, tecnologico y la innovacion. PIAL ha demostrado ser una herramienta efectiva para promover innovacion abierta, con alcance en mas de 753 550 personas (35% mujeres) de 75 municipios de 12 provincias del pais. El Sistema de Gestion de Gobierno basado en ciencia e innovacion (SGGCI), es un instrumento que fortalece y consolida experiencias de innovacion abierta en la produccion de alimentos y los sistemas de innovacion a todos los niveles, conectando ciencia con economia, en pos del desarrollo economico social del pais.
