El marco legislativo del Estado de Michoacán y el desarrollo local

Abstract

E1 presente trabajo centra su análisis en dos aspectos principalmente: a) en los elementos institucionales que intervienen en los procesos de desarrollo local, específicamente en el marco legislativo y, b) en los recursos y potencialidades endógenas que tiene el Estado de Michoacán para provocar que su economía crezca y sus habitantes mejoren sus condiciones de vida. Con base en estos aspectos, se intenta en este artí- culo responder a la pregunta: ¿Qué tanto fomenta el marco legislativo de Michoacán los procesos de desarrollo local? Al respecto, en la revisión efectuada se obtiene que la mayoría de las leyes federales y estatales con ingerencia en el desarrollo integral del estado son débiles e insuficientes desde la perspectiva del desarrollo local. También, que éstas no logran adecuarse al dinamismo de los cambios del contexto econó- mico, social y político de la entidad, a la complejidad de los problemas y a los comportamientos aleatorios de los actores.
