Municipios rurales: doble vía hacia los márgenes de los beneficios del desarrollo

Abstract

A partir de subrayar algunos elementos que han caracterizado el desarrollo regional en México (desigualdad entre regiones, concentración de la riqueza, preponderancia de la industria y las ciudades, centralización de las decisiones sobre planes y programas, entre otros), en este escrito se llama la atención sobre la necesidad de considerar a lo que puede verse como el extremo olvidado en la lista oficial de prioridades del gobierno mexicano para el desarrollo: los municipios rurales, noción que en sus dos palabras parece aludir a una doble vía para llegar a los márgenes de los beneficios.
