Abstract

Diferentes autores han señalado que 1982 marca el inicio de la crisis económica más seria registrada en la historia de México, la cual coincidió con la recesión económica mundial. Para este año, el país dependía totalmente de la explotación de petróleo, por lo que importaba la mayoría de los productos industriales; así, la deuda externa creció de 20 mil millones de dólares en 1975 a 84 mil millones de dólares en 19821. Tal situación que se presenta con un incremento en las tasas de interés del capital financiero internacional, la caída del precio del petróleo y una fuga de capitales internos que obligan al gobierno a devaluar el peso y suspender el pago de la deuda en 1982. Como consecuencia, la política económica de crecimiento interno que se había sostenido a través de la sustitución de importaciones, es reemplazada por una política de ajuste estructural y reestructuración productiva.
