Croissance régionale, appartenance nationale et fonds structurels européens. Un bilan d'étape

Abstract

[fre] Cet article apporte sa contribution au débat sur le mouvement de la géographie économique européenne au travers de la mesure des performances comparées de croissance entre les régions de l'Union sur la période 1986-1996. Il examine la dépendance de ces performances à l'égard de l'appartenance nationale des régions et de leur accès aux fonds structurels européens. Il montre ainsi que la capacité d'une région retardataire à résorber ce retard de développement est certes positivement influencée par l'accès aux fonds structurels mais qu'elle est fortement conditionnée par l'appartenance nationale. Non seulement les performances d'un pays retentissent sur le sort de ses régions, mais le caractère équilibré ou inégal du développement régional est très variable d'un pays à l'autre de l'Union. L'échelon national corrige difficilement l'inégalité du développement régional, qui relève de la confrontation entre la logique nationale de ce dernier et la dynamique plus globale de la géographie européenne. Ce constat plaide pour des politiques territoriales européennes qui marient plus audacieusement intégration et décentralisation. This article contributes to the debate on the evolution of the European economie geography. It compares the growth performances of the EU regions between the years 1986 and 1996. It studies the dependence of these performances on the regions' national membership and on the access to the structural funds. The ability of a backward region to catching up is positively influenced by that access, but it is also strongly conditioned by national membership. Not only the national performances influence the regional ones, but also the balanced or unequal character of the regional development is very variable from one country to the other. The national level corrects the inequality of regional development with difficulties, as this development results from interaction between national logic and global European dynamics. This fact pleads for territorial European policies at once better integrated and decentralised.. JEL codes : O 11, R 11
