Les finances publiques non fédérales des États-Unis : un assainissement durable ?

Abstract

[eng] Occurring at a time when the efforts, made necessary by the prolonged recession, to keep expenditures down and to increase some categories of receipts were materializing, economic recovery in the US led to substantial budget surpluses for the State and local public sector in 1983 and 1984. These surpluses partly counteracted the effects on the economy of the federal deficit. More recently, they have been slightly decreasing, due to expenditures resuming their growth and to receipt — own-source as well as federal grants — increases slowing down. Uncertainties surrounding the evolution of economic activity and the directions in federal fiscal policy may foreshadow the threat of a renewed strain on the non-federal public sector finances. [fre] Survenant alors que les efforts de compression des dépenses et d'augmentation de certaines recettes, imposés par la récession, commençaient à porter leurs fruits, la reprise de l'activité économique aux États-Unis a permis aux États et collectivités locales d'enregistrer en 1983 et 1984 des surplus budgétaires substantiels, qui ont tempéré les effets du déficit fédéral sur l'économie. Plus récemment ces surplus ont cependant amorcé une décroissance, en raison d'un nouvel accroissement des dépenses et du ralentissement de la progression des recettes, tant fiscales qu'en provenance du budget fédéral. L'incertitude concernant l'évolution de l'activité et les orientations de la politique budgétaire fédérale fait peser sur le secteur public non- fédéral la menace d'un nouveau resserrement des contraintes de financement.
