Abstract

[fre] L'histoire de la filière de l'émeraude colombienne témoigne du dynamisme structurel des logiques informelles et de leurs influences incontournables dans la définition des institutions économiques et des réseaux qui configurent et assurent la régulation systémique de la production et des marchés. L'institutionnalisation étatique récente de l'exploitation et du commerce dans les formes que leur ont donné les comportements parallèles constitue, à ce titre, une preuve de la capacité des comportements déviants à jouer le rôle de moteur dans le développement sectoriel en définissant des cadres d'action opérationnels, même s'ils ne sont pas optimaux au sens classique du terme ni sans limite face à l'État. The history of the Columbian emerald network is a testimony to the structural dynamism of « informal logics » and their inevitable influence in the defining of the economic institutions and the networks which configure and ensure the systemic regulation of production and markets. Recent State institu- tionalisation of emerald exploitation and commerce along the lines drawn by « parallel behaviour » therefore confirms the capacity of deviant behaviour to play « motor » roles in sectorial development, by defining the operational framework, even if they remain far from optimal, in the classical sense of the term, or limitless vis-à-vis the State.
