Abstract

[fre] Cette revue de la littérature économique a pour but de proposer un éclairage sur le phénomène des réformes du nouveau management public. Ayant pour objectif une amélioration de l''efficacité économique du secteur public, ces réformes ont tendance à transférer certaines pratiques de management issues des organisations marchandes au sein du secteur public. A l’issue de cette revue de littérature, nous concluons que la convergence des pratiques managériales du secteur public vers le secteur privé pourrait avoir quelques conséquences indésirables du point de vue des objectifs fixés par les pouvoirs publics. L’article met également en lumière l’importance d’une prise en compte des valeurs éthiques et de la culture du service public dans les nouvelles vagues de réformes. . . [eng] This paper presents a survey of economic literature which aims to shed light on possible consequences of convergence between management in public and private organizations. This stream of reforms often called New Public Management reforms seeks to improve the public sector’s economic efficiency by transferring certain management practices from private to public organizations. We conclude that the convergence between managerial practices in the public sector towards the private sector can have some side effects as regards some global or longterm objectives fixed by government. The paper stresses the importance to take into account the “ public service” culture and values for new waves of reforms.
