Abstract

[eng] The substitution from analog broadcasting to more efficient digital broadcasting for television by 2011 is a unique opportunity to modify the allocation of spectrum in those highly prized frequency bands. What would be an efficient reallocation of those frequencies, dubbed "the digital dividend” ? I apply economic principles to value the digital dividend in France. Producer surplus is estimated to 0.35€/ MHz/ population and consu mer surplus to 0.5€/ MHz/ population. Compared to the decided allocation, an efficient spectrum allocation would have required more bandwidth attributed to mobile broadband from television services. [fre] L'arrêt de la diffusion hertzienne analogique de la télévision en 2011 et son remplacement par la diffusion numérique, plus efficace, constituent pour la puissance publique l'occasion de réaffecter un bloc important de fréquences ayant d'excellentes qualités de propagation. Comment réaffecter efficacement ces fréquences libérées, appelées «le dividende numérique» ? Les principes économiques de valorisation des fréquences sont appliqués pour obtenir une estimation de la valeur des fréquences du dividende numérique en France, de 0,35 €/ MHz/ habitant environ pour le surplus des producteurs et de 0,5 €/ MHz/ habitant pour le surplus des consommateurs. Par rapport à la solution retenue par les pouvoirs publics, une allocation efficace aurait diminué le spectre alloué aux services audiovisuels au profit des services mobiles.
