Abstract

[fre] Au 1er juin 2009, le revenu minimum d'insertion (RMI) a été remplacé par un nouveau minimum social, le revenu de solidarité active (RSA), qui devrait améliorer l'incitation au travail des bénéficiaires. Alors que des voix se sont élevées pour que la réforme abaisse la limite d'âge du RMI - 25 ans, sauf charge d'enfant -, le législateur a prévu qu'elle s'appliquerait encore au RSA. L'article pèse les avantages et les inconvénients d'une ouverture des droits à 18 ans pour conclure défavorablement à cette proposition. Sur ce point particulier, la prudence conservatrice que manifeste la réforme en général semble validée par le raisonnement théorique. [eng] Should the 18-year Old Also Benefit from the New French Income Maintenance Scheme (Revenu de solidarité active) ? . On June 1st, 2009, France replaced its income maintenance scheme, « revenu minimum d'insertion », by a new one, « revenu de solidarité active », which will improve the beneficiaries' incentives to work. While some have claimed that the reform should lower the current age limit to get the benefit, i. e., 25 years, except for a parent, the law has not changed it. This paper states the pros and cons of putting a 18 years age limit and eventually concludes against it. On this specific issue, the cautious conservatism of the reform - one of its an overall features - appears to be supported by theoretical reasoning.
