Abstract

[fre] Nous proposons dans cet article de dresser un bilan critique de la réglementation française en matière d'urbanisme commercial, fondée sur les lois Royer et Raffarin. A l'aide d'un faisceau de sources statistiques, nous mettons en évidence l'échec de cette réglementation. Il apparaît que les stratégies de contournement adoptées par les distributeurs pour contrecarrer ces lois ont eu des conséquences économiques néfastes qui ont renforcé les déséquilibres pourtant combattus. [eng] Retail Planning and Retail Food Sector. Empirical Analysis and Assessment of the Raffarin Law . The paper aims at assessing the French retail planning environment, based on the Royer and Raffarin laws. By the use of several statistic sources, we emphasize the failure of this regulation. It appears that the bypass strategies adopted by retailers to get around these laws have detrimental economic conse- quences which reinforce the fighting disequilibria.
