Abstract

[eng] Wages and Careers in the French Public Sector : The Dustmen's Case . Based on a reconstruction of the pay scales of public sector workers from 1977 to 2004, we show that the real minimum wage has caught up the Paris dustmen real wages, while the outsourcing of sanitation services led to a decrease of the number of public-status dustmen, and the incidence of strikes was sharply reduced. Using the history of pay scales, seniority and promotion rules, we compute a real value of careers, i.e., the present value of future real wages as estimated, looking forward, at a given point in time, under the static expectation that real values remain constant (perfect indexation). This value has decreased only moderately in the studied period but exhibits a cyclical behaviour without any apparent rationality. Elementary econometric analysis shows that strike incidence « causes » upward changes of value while days on strike are them- selves « caused » by downward changes of value and changes in employment.
