Salaires et carrières dans la fonction publique - le cas des éboueurs

Abstract

[fre] En nous appuyant sur une reconstruction des grilles indiciaires des fonctionnaires territoriaux, qui s'appliquent aux éboueurs et chefs d'équipe du nettoiement, échelon par échelon, de 1977 à 2004, nous montrons que les rémunérations brutes réelles des éboueurs de la mairie de Paris ont été rattrapées par le smic, pendant que la politique d'externalisation des services de nettoiement conduisait à une baisse des effectifs d' éboueurs fonctionnaires et à une très nette réduction de l'incidence des grèves. En prenant pour chaque année la règle d'avancement en vigueur, nous calculons la valeur actualisée espérée réelle des rémunérations d'un agent qui évolue à l'ancienneté, telle qu elle peut être appréciée à une date donnée sur la base d'anticipations statiques, pour estimer la valeur d'une carrière. Les calculs de valeur des carrières montrent que si ces dernières ne se sont pas dévalorisées fortement en termes bruts sur la période étudiée, elles ont cependant subi, en termes nets, une succession de hausses et de baisses sans aucune rationalité rente. Une analyse économétrique élémentaire suggère que les journées de grève sont « cause » des augmentations de valeur et qu elles sont elles-mêmes « causées » par les baisses de valeur et les hausses d'effectifs. [eng] Wages and Careers in the French Public Sector : The Dustmen's Case . Based on a reconstruction of the pay scales of public sector workers from 1977 to 2004, we show that the real minimum wage has caught up the Paris dustmen real wages, while the outsourcing of sanitation services led to a decrease of the number of public-status dustmen, and the incidence of strikes was sharply reduced. Using the history of pay scales, seniority and promotion rules, we compute a real value of careers, i.e., the present value of future real wages as estimated, looking forward, at a given point in time, under the static expectation that real values remain constant (perfect indexation). This value has decreased only moderately in the studied period but exhibits a cyclical behaviour without any apparent rationality. Elementary econometric analysis shows that strike incidence « causes » upward changes of value while days on strike are them- selves « caused » by downward changes of value and changes in employment.
